For our purposes here at PEUMC, shut-in refers to those who are permanently limited in their mobility, including those in nursing homes, assisted living facilities, or those who have trouble leaving their homes.  Homebound refers to those who are temporarily limited in their mobility and would include those in hospitals even for extended stays, short-term care facilities, and any person at home recovering from surgery or an illness.
These categories are not as important as the care PEUMC wishes to offers to all who are struggling with their mobility for whatever reason.
